THE ELECTION INTEGRITY PROJECT
Everyone should want fair and honest elections. This project is to assess the election integrity concerns in each state and how the state apparatus and interested parties are addressing the concerns.
The Heritage Foundation ranks all 50 states in terms of their election integrity standards. They produce scorecards on each state, showing scores for every aspect of the election process and where each state is vulnerable or neglecting to address issues.
HOW THE PROJECT WORKS:
Access the Heritage state rank and scorecard for a state along with other election integrity information from other sources like Verity Vote.
Write a letter to the secretary of state and/or the state and county election boards, whichever has the responsibility for implementing the state’s federal elections.
Send the letter to the sec state or all the state-country election boards with questions that address the weaknesses in the state election process.
Send letters to the state legislature and GOP/Democrat state parties, advising them that their participation will be incorporated in the state assessment on election integrity. We want them to encourage the secretary of state or election boards to rectify any outstanding election issues.
Send a press release (via the state press association) to all the local newspapers in the state, telling them that they too will be noted in the assessment as to whether they promoted and published the press release(s) and encouraged the people responsible for federal elections to address the issues.
ALL PARTIES WILL BE HELD ACCOUNTABLE: SEC STATE and/or STATE-COUNTY ELECTION BOARDS, STATE POLITICAL PARTIES AND STATE LEGISLATURE.
During the request period (e.g. one month) updates will be secured and new press releases distributed to local press.
Typical issues may include:
Bias of the State Election System, Early Voting Sites on college campuses, mishandling of absentee ballots; drop boxes and chain of custody issues; illegal or unauthorized aliens on voter rolls; citizenship confirmation and signature verification; weak election litigation procedures, voter recourse and independent audits
Letters are non threatening and appealing to the leaders’ sense of fair play and commitment to election integrity.
We provide a service of getting the Heritage rank and scorecard and information on the state from other sources, like Verity Vote, and will draft letters and press releases with this information. Since the goal is to get the secretary of state or state-county election boards to fix outstanding problems, the letter will concentrate on the problem areas.
Dear Chair:
Their preliminary report card on North Carolina was 70 percent, placing the state 18th out of 50. North Carolina did well on voter ID implementation, vote harvesting-trafficking restrictions, and machine vote counting, access of election observers. It does fairly well on voter registration lists. Somewhat well on identification of voter assistance, and poorly on verification on citizenship, absentee ballots, private funding of election officials, election litigation procedures and election audits.
Added to the Heritage evaluation points, are early voting sites and student activism. With these points included, North Carolina’s state ranking falls even with Arizona and Pennsylvania at 24th.
The weaknesses in the North Carolina Election System are particularly pronounced in three crucial areas: a) violation of NC statute S163-227.6 which prohibits the use of early voting sites that disproportionately favor any party or candidate; b) support for President Biden’s unconstitutional and illegal use of federal funding for voter recruitment; c) illegal aliens on voter rolls in violation of 18 USC 611; d) private funding of election officials and bureaucrats; d) violation of inadequate controls over absentee ballots and voter rolls; e) lack of election result recourse by voters and the state legislature.
The following are the most egregious voting concerns that need to be corrected as soon as possible:
Early Voting Sites:
North Carolina’s early voting locations operated on college campuses disproportionately favor Democrats 55 to 23 and are in violation of state statute, North Carolina Statute S163-227.6, which prohibits the use of early voting sites that disproportionately favor any party or candidate. Further a 2020 Study showed that more than 20,000 faculty members found 48.4 percent were registered Democrats and only 5.7 percent were registered Republicans.
The North Carolina General Assembly clearly intended that polling locations be neutral, conferring no advantage or disadvantage to any political party. Election administrators across North Carolina are falling short of their statutory duty to ensure neutrality.
Are you going to stop this illegal operation and ensure neutral early voting sites?
Illegal College Election Programs:
Twenty-four of the 126 NC colleges and universities plan to have early voting sites on or next to their campuses. Each of 17 non-community college campuses with early-voting sites are engaged in Civic Nation’s All In Democracy Challenge.
This is one of dozens of progressive nonprofit organizations that have established college student turnout machines. While many of the organizations claim to be nonpartisan, voter registration drives and get-out-the-vote on college campuses have a clear Democrat return on investment. The National Association of Independent Colleges and Universities has opted not to endorse the All In Democracy Challenge because of its ties to the Obama administration.
In a program called All In Campus Voting Challenge, Biden has authorized the use of federal work study funds to finance the recruitment of students by other students to register to vote. This is being carried out across the country in over 1,000 colleges and universities where the voting propensity is 55% Democrat to 23% Republican, but clearly violates US 18 Code 611. Democrats are spending $500, million a year to register voters.
Behind the program is a group known as Civic Nation, started by former Obama staffers, including Valerie Jarrett, and financed by Arabella, a left wing dark money group also started by an Obama staffer.
In addition there is a group called Power of the Polls, a program also funded by Arabella and the New Venture Fund, a Soros-backed group. There is a committee recruiting poll watchers. It is called bi-partisan because the committee includes Brad Raffensperger and Adam Kinzinger.
Do you support these campus-based programs or have any plans to limit them?
Absentee Ballots:
In North Carolina there is no limit on the number of absentee ballots one individual can witness. Plus the state does not have a signature comparison requirement.
The state does not require the receipt of all ballots by the close of polls on election day, nor does it have procedures to investigate the validity of a registration when an absentee ballot is returned as undeliverable by the post office.
Is the state election board planning to have signature comparisons and signature verification standards? How long after election day will ballots be accepted, verified and counted?
Illegal or Unauthorized Aliens on Voter Rolls:
According to 18 USC 611, any alien shall not vote in a federal election.
Since 2020 the number of illegal or unauthorized aliens in North Carolina has risen from 325,000 to 488,000, a 50 percent increase. Over 300,000 of these are age-eligible to vote.
How many of these people are currently on state election rolls and how do you plan to eliminate them?
Further the Department of Motor Vehicles (DMV) has established that immigrants of permanent and indefinite status are entitled to full-term driver’s licenses under North Carolina law.
Since a driver license is an acceptable photo ID for elections, how does the state ensure that illegal or unauthorized migrants with driver licenses do not vote?
Voter Rolls, Citizenship Confirmation and Signature Verification:
The state does not have a signature comparison requirement. Further State election officials do not run data comparisons between the statewide voter registration lists and the DMV.
State election officials do not run data comparisons between the statewide voter registration list and Social Security Administration death records. They do not run data comparisons between the statewide voter registration list and state welfare and public assistance agencies to find information relevant to registration such as address changes, deaths, citizenship status, or other factors affecting eligibility. They do not verify the residence address on all new voter registration forms by comparing it to county tax records or another residential address database to ensure that the address is not actually a commercial or industrial address, or a vacant or undeveloped lot in a residential area.
State election officials do not access any commercially available data, such as from credit agencies to verify voter registration information. Nor do they share voter registration information with at least one other state to compare with its voter registration data and , if necessary, remove or put in suspense individuals who are registered in multiple states.
Election officials do not use the Systematic Alien Verification for Entitlement (SAVE) Program to help identify non-citizens who register to vote, nor do they utilize state and federal jury information to verify citizenship. Plus it is not clear whether or not the state requires those who are assisting voters to provide their identity and reason for assistance.
All of these issues need to be addressed. How is the Board ensuring that they are tightened for the 2024 election?
Election Litigation Procedures:
The state legislature has responsibility for state election laws. However, the legislature apparently does not have standing (statutorily or via state constitution) to ensure compliance with election laws as passed by the legislature. Further, any changes to the state's election laws via a court settlement does not require the approval of the state legislature.
Especially given the state legislatures insistence on neutral voting sites, why are there no post-election litigation procedures and what is the Board doing to ensure they are put in place?
Weak Election Audits:
In the 2020 and 2022 elections some voters who went to the polling sites were informed that they could not vote because their votes had already been incorrectly tabulated. Voters complained that they had no recourse and were unable to vote. Residents of the state have no standing to sue election officials who do not abide by state election laws.
State or local officials, or independent outside auditors, also cannot perform post-election manual check of ballots, or an effective portion of them, to verify that votes were tabulated correctly. The lack of voter or independent audit functions sets up the election process to fraud and corruption. What is the Board doing to ensure this does not happen and that audit procedures and voter recourse is ensured?
Vote Counting and Chain of Custody:
There is proof that the centralized counting centers, which were allegedly created in the face of COVID, were in fact developed two years prior to COVID. Further Blue Crest sorters, who counted mail-in ballots, were not centralized as they were reported to have been. Please explain how mail-in ballots were counted in North Carolina.
Please advise how the vote counting and chain of custody works in North Carolina.
